The European Union said that Romania and Bulgaria are making little headway in improving their legal systems, AP reported. It says corruption, organized crime and lack of progress in legal reforms remain key problem areas in the two countries. Romania and Bulgaria joined the EU in 2007. The European Commission issued reports on the countries' legal and other reforms on Tuesday. It says «Romania has not been able to keep the momentum of reform» and Bulgaria shows a «will for reform» but must do better. -- SPA
