The European Union's executive will propose targets for reforms that Bulgaria and Romania must introduce to avoid sanctions after they join the bloc, a draft European Commission report showed on Friday, according to Reuters. The Commission next Tuesday is set to propose Jan 1. 2007 as the EU entry date for both countries, rather than 2008, as widely expected, a Commission official and an EU diplomat said. A draft of the report, circulated for debate among senior Commission officials on Friday and obtained by Reuters, said "Bulgaria and Romania have made further progress to complete their preparations for membership, demonstrating their capacity to apply EU principles and legislation from Jan. 1, 2007."
