Uganda, the chief mediator in negotiations between Congolese rebel group M23 and the government in Kinshasa, appealed on Friday to the United Nations and the United States to ensure that travel sanctions imposed upon the insurgents do not jeopardize the fragile peace process. "The facilitator (Uganda) has been in contact with leaders in the UN and the United States with a view to ensure that the recent sanctions slammed on the M23 do not create complications for the dialogue," Uganda's defense minister Crispus Kiyonga, who is chairing the talks, said in a statement. According to dpa, the sides entered into negotiations in December.
