The continental meetings, The Non-Aligned countries, the Arab-African meetings and other meetings had been all governed by emotions and waste of efforts between the Eastern friend and the Western enemy, in spite of that those who were representing those countries were actual partners with the dual competition parties during cold war stages. In this regard; it is regretful the policy were present while the economic and cultural priorities, in addition to the common heritage on which world civilizations and their evolution was established were hidden. In Kuwait, we are restoring that momentum in the Arab-African meetings, which is accompanied with good international presence, but through more reality and rationality. However; he who believes that policy will be absent from this forum is wrong due to that it is in the core of the two parties interests. The question which imposes itself here is whether the attending states are able to create a work atmosphere which is equal to the new unions of Asia & Latin America which surpassed many of their disputes and variant policies and concentrated on development and common cooperation factors where the circumstances are prepared for creating a real economic integration. The principal of optimism is present but we have a look at the map of Arab countries with each other; we do not find the prevailing principle of bypassing the disputes for creating an atmosphere of reconciliation that leads towards achieving the dream of Arab economic cooperation. Consequentially, jumping out of the boarders towards Africa, in spite of its strategic importance, shall be paralyzed still due to the disqualified unified Arab work. Even if we assume that this measurement is not accurate, putting into consideration that the capital usually looks for profit opportunity and that some Arab countries transferred most of its investments to Europe and the United States in spite of the current financial conditions risks for opening new fields and owning the financial surplus; Africa is still one of attraction spots witnessed in the feverish race between China, Europe and the United States due to their numerous fortunes. Gulf countries hurried towards agricultural investment for satisfying its food needs but faced the problems of infrastructure, poor management and tough competition between the advanced countries that started making deals through more distinguished contracts of more control in regard to obtaining their full rights and privileges. The summit represents a work project which is still a fetus that may not be full grown when born due to that what we know about Africa and what Africa know about us is derived basically from American and Western studies which provided information are based on the principle of their companies monopoly, putting into consideration the unclean history through the policies of settlers' apartheid or direct colonialism that vacated the continent from its fortunes and destroyed its environment. However, some of its countries may be more flexible in regard to understanding the nature of the present historical movement when they prefer the advanced countries, especially if we consider the lack of studies, plans, and meetings of specialists from the two parties. In spite of the relationships that started in the sixties; the development of such relationships kept being an emotional issue. How can countries of relationship both parties be gathered for voting against a project in the United Nations or for boycotting Israel or South Africa as long as the possibilities of open cooperation were more likely? This is due to that the narrow space culture which restricted its work on the mere political aspect cancelled bigger tasks. Through returning to such summit; we may find the seeds of common work but as long as reality facts that draw the borders of the possible and difficult, in addition to the means of surpassing it in fact and not through good wills, are not present; such meetings shall keep being similar to the meetings of Non-Aligned Countries and their other similar meetings. In spite of that history, geographical symmetry and historical continuity contain the possibilities of success through a unified project; the obstacles are still difficult to simplify. Accordingly, let's say that it represents a start that may cross the first kilometer of the winding road with an optimistic hope of that an age may be born to show us the light at the end of the (dark) tunnel.
