Riyadh, November 09, SPA -- Prince Saud Al-Faisal, the Foreign Minister has endorsed the executive regulation of the system of implementation of the Convention on the Prohibition of Chemical Weapons and its schedules under a cabinet decision issued in this regard.
The following is the text of the executive statute for the implementation of the Convention on the Prohibition of Chemical Weapons, which will be applied after ninety days from the date of publication.
Chapter I
Definitions
Article-I
- Meanings of words and phrases whenever it is mentioned in this regulation carry the meanings set out in front of each of them, unless the context indicates otherwise:
1) Convention: Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction.
2) Organization: Organization for the Prohibition of Chemical Weapons.
3) the System: system implementation of the "Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction", issued by Royal Decree No. M / 57 and the date 26/10/1426 AH 28/11/2005.
4) Regulation: executive regulation of the implementation of the "Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction."
5) Kingdom: The Kingdom of Saudi Arabia.
6) ministry: Ministry of Trade and Industry.
7) National Commission: The Commission responsible for the implementation of the "Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction," at the Foreign Ministry established under the Cabinet Decision No. (40) and the date 3/3/1418 AH.
8) Purposes not prohibited under the Convention:
A- Industrial, agricultural, research, medical, pharmaceutical or other peaceful purposes.
B- Preventive purposes directly related to the prevention of toxic chemicals and chemical weapons.
C- Military purposes that are not related to the use of chemical weapons and not dependent on the use of toxic properties of chemicals as a means of war.
D- Enforcement purposes required by the public system, including the anti-riot purposes at the domestic level.
9) A person: a person with a capacity of natural or legal persons.
10) Production of a chemical: the composition through chemical interaction.
11) Processing chemicals: the physical, such as installation and extraction and purification, in which the chemical is not changed to other chemical.
12) Consumption of chemicals: a conversion through chemical interaction of a chemical to the other.
13) The listed substances: toxic chemicals and their derivatives, which are subject to verification measures, and classified under the Protocol on Substances that chemicals in the Articles of the Convention tables (1) and (2) and (3) and the annex to this list.
14) The distinct organic chemical substance: a chemical belonging to a class of chemical compounds consisting of all vehicles except carbon oxide and carbonated minerals, which can be distinguished as chemical as well as a synthetic formula, if that formula is known.
A) Oligomers and multiple molecules (polymers), whether containing phosphorus or sulfur or fluorine or not.
B) chemicals containing carbon and metal only.
