Speaker of the European Parliament Hans Gert Poettering on Monday urged Polish officials to back the European Union's draft constitutional treaty, a move Warsaw has so far rejected due to dissatisfaction with provisions on voting, according to dpa. But following talks Monday with Poettering in Warsaw, speaker of the Polish Parliament Ludwik Dorn insisted Poland was sticking to its objection to the so-called "double-majority" system of voting written into the shelved draft constitution. "Talks with friends should be honest, even if they are difficult and controversial," Dorn told reporters. According to the double majority system, decisions in the 27 member bloc would need the backing of at least 55 per cent of its members (at least 15 states), representing at least 65 per cent of the EU's entire population.
