The new European Union members will be able to join the euro single currency even if their national budget deficits exceed the eurozone's normal deficit limit, Luxembourg Prime Minister Jean-Claude Juncker said Wednesday. "It will be possible to join the euro with a deficit over 3 per cent," said Juncker whose country currently holds the rotating European Union (E.U.) presidency. Leaders of the 25 E.U. states agreed at a Brussels summit to water-down fiscal rules for the euro under pressure from France and Germany which have overshot the 3 per cent deficit limit every year since 2002. Deficits should be as close as possible to the 3 per cent limit, said Juncker, adding that this same flexibility had applied to the current 12 states already in the eurozone during their membership applications. --Spa 1511 Local Time 1211 GMT
