A series of steps taken by the Ministry of Justice, over the past two years, have contributed to the ranking of the Kingdom of Saudi Arabia (KSA), leaping 24 steps forward, on the Contract Enforcement Index. The contract enforcement index saw the biggest improvement in the ranking for the Kingdom from 83rd to 59th, according to the World Bank Group's Doing Business 2019 report. One of the most important steps that contributed to raising the Kingdom's classification in international indices, especially the contract enforcement index, was to publicize trade provisions. More than 6260 commercial rulings have been published through the ministry of justice portal, including decisions taken by the ministry and the Supreme Council of the Judiciary, have contributed to the speedy issuance and maintenance of commercial judgments. These decisions have been approved by the Minister of Justice and Chairman of the Supreme Council of the Judiciary Sheikh Dr. Walid bin Mohammed Al-Samani. The ministry pointed out that a number of electronic procedures and services have been developed helped to the reduction of litigation. Commercial cases are submitted, electronically, through the portal without the need for court review. Litigators can submit the first defense notice electronically on time, as they are allowed appeal the judgments issued by the commercial courts, through the ministry's portal. A number of e-services have also been activated for litigators, through which a case can be pursued and notices received.
