He said that the first pillar of the strategy of the UN to combat terrorism dealing with the factors leading to the emergence of terrorism and its spread is what should be focused on with care for what was stated in the report of the protection of human rights during counter-terrorism efforts about the importance of making sure we do not make more terrorists than those we eliminate in the context of control efforts.
