AlQa'dah 4, 1434, Sep 10, 2013, SPA -- Now is not the time to restart six-party negotiations on the North Korean nuclear crisis, UPI quoted the U.S. special envoy on North Korea as saying Tuesday. The U.S. State Department last week dispatched North Korean envoy Glyn Davis to the region to discuss state policy on Pyongyang with U.S. partners in Asia. Davis said now is not the time to rekindle stalled six-party nuclear negotiations. "Right now, we simply do not see positive attitude of North Korea toward fulfilling its obligations and commitments to living up to United Nations Security Council resolutions," he was quoted by the Yonhap News Agency in South Korea as saying. "We need to see some signs that they are sincere about what is the central issue of the six-party process which is the peaceful denuclearization of the Korean Peninsula." Yonhap last week reported Chinese officials would hold a seminar on nuclear negotiations Sept. 18. Davis said China was to be commended for the decision. Since 2006, North Korea has conducted three tests of nuclear devices, the most recent in February. Multilateral talks between both Koreas, China, the United States, Russia and Japan were suspended in 2009.
