Israel boycotted a session of the U.N. Human Rights Council Tuesday in Geneva where it was due to present a report as part of a Universal Periodic Review process to which all 193 member states submit every four years for an examination of their human rights record. After Israel's failure to attend, the 47-nation council adopted a resolution giving the council's president, Remigiusz Henczel of Poland, time to try to persuade Israel to take part in the review later this year. Israel is the first country to refuse to submit to the review since the procedure was established in 2006.
