Kingdom moves to develop atomic energy

The full text of the regulations that will govern the establishment of the King Abdullah City of Atomic and Renewable Energy has been released. This is divided into 17 Articles related to the City's purpose, structure and finance.
Article One: A scientific city under the name of King Abdullah City of Atomic and Renewable Energy shall be established.
Article Two: The King Abdullah City of Atomic and Renewable Energy will be an independent legal entity and will be linked to the Prime Minister in terms of administration. Its headquarters will be in Riyadh and it is permissible to establish branches, offices or research centers within the Kingdom.
Article Three: The City's goal is to contribute to sustainable development in the Kingdom by using science, research and industries related to renewable atomic energy for peaceful purposes, to upgrade the standard of living and improve the quality of life in the Kingdom. The City will support scientific research and development. This includes localization of technology in the field of its specialization, specifying and coordinating the activities of scientific research institutions and centers in the Kingdom, organizing local conferences and participating in international conferences. It will also specify the national priorities and policies in the field of atomic and renewable energy. This is to build a scientific and technological base in the field of power generation and desalinated water; including in the fields of medicine, industry, agriculture, mining; and developing national scientific capabilities in its area of specialization. The City will include the requirements for scientific research like laboratories, telecommunications and sources of information. Also, it will have all the facilities and utilities necessary for workers in the City.
Article Four: The City will be the concerned authority to fulfill national commitments pertaining to all agreements the Kingdom has signed or will sign regarding atomic and renewable energy. It will be responsible for supervision and monitoring all work related to the use of atomic energy and the resultant radioactive waste.
Article Five: The administrations concerned with atomic and renewable energy, functioning at present under the King Abdul Aziz City for Science and Technology (KACST), including their staff and finance, shall be transferred to the City. Arrangements will be made in this regard within one year from the date of issuance of this regulation.
Article Six: The City will have a Supreme Council as follows:
The Prime Minister will be the Chairman. The Deputy Premier, Defense and Aviation Minister and Inspector General will be the Deputy Chairman. Members will include the ministers of foreign affairs, higher education, petroleum and mineral resources; Dr. Musa'ed Bin Muhammad Al-Aiban, Minister of State and cabinet member; as well as ministers of finance, commerce and industry, water and electricity, agriculture and health. Members also include the President of the King Abdullah City for Atomic and Renewable Energy and Dr. Muhammad Bin Ibrahim Al-Suwayyil.
Article Seven: The City's Supreme Council is its highest authority and will supervise the administration and run its affairs. It has the right to take all the necessary decisions to achieve its purposes within the limits of the rules of this regulation. The Council shall carry out the following:
Article Eight: The City's Supreme Council will meet under the chairmanship of its president or his deputy. The council's meeting will not be legal unless the majority of members attend and decisions are issued by approval of the majority. If there are equal votes for and against, the president will cast the deciding vote.
Article Nine: The City will have a president and two deputy presidents, who will be appointed according to a royal order. The city will have two assistants or more whose rank should not be less than Grade 15.
Article Ten: The president of the city is the executive responsible for administering the City and representing it within the bounds of this regulation and what is decided by the Supreme Council. The president of the City will carry out the functions and will have powers as stipulated in this regulation as well as those decided by the Supreme Council.
Article Eleven:
a) The rules mentioned in Clause C of Article Seven of this regulation will apply to the personnel of the City.
b) The Saudi employees of the city will be subject to the Civil Retirement Regulation and the workers of the city will be subject to the Labor Law and Social Insurance Regulation.
Article Twelve: The City will have an independent annual budget and is allowed to prepare a budget for its programs for a period not exceeding one year, depending on the estimated period required for carrying out the programs. The City's finance will comprise of:
1 - The allocations in the state budget.
2 - The income generated by the City by carrying out its activities within its jurisdictions.
3 - Subsidies, aid and grants accepted by the City and returns from its endowments, according to the rules laid down by the Supreme Council.
4 - Other resources approved by the City's Supreme Council to be added to the city's financial assets.
The City's finance will be deposited in an independent account at the Saudi Arabian Monetary Agency (SAMA) and will be spent according to the financial regulations of the City.
Article Thirteen: The fiscal year for the City will begin with the state's fiscal year.
Article Fourteen: The City's president will present its final account and annual report on its work, within three months of the end of the fiscal year, to the Supreme Council, in preparation for referring them to the Prime Minister. Also, the president will provide the General Auditing Bureau with a copy of the annual report and final account.
Article Fifteen: Without infringing on the rights of the General Auditing Bureau, the City's president will appoint one or more auditors.
Article Sixteen: The City will be exempt from all kinds of taxes and customs tariffs on machinery and equipment it imports specifically for scientific purposes.
Article Seventeen: This regulation shall be published in the official gazette.
