Emirates Central Cooling Systems Corporation (Empower), the world's largest district cooling services provider, has started issuing electronic No Objection Certificate (NOC) for works on the Emirate's roads based on the electronic system of the infrastructure in the Dubai. Empower has been linked to e-NOC System through the Infrastructure Department, to help contractors to comply with the requirement of getting Empower NOC before carrying out works for RTA. The system, managed by RTA, has been designed to be user-friendly, dynamic and efficient, using state-of-the-art technologies will prevent violations by contractors who work without Empower's NOC, secure the company's assets and ensure better coordination between Empower and other government authorities in Dubai, as well as with consultants and contractors. “We found in e-NOC system a smart solution that will ease Empower's work with its contractors,” said Ahmad Bin Shafar, Chief Executive Officer of Empower. “With the linking, we will ensure that contractors who work with Empower and other government departments comply with our requirements before the NOC is issued. This will help avoid any delay in issuing the final NOC as well as potential damage to Empower properties, mainly chilled water networks, deployed across Dubai.” Bin Shafar said this step is in line with Dubai's efforts to be one of the smartest cities in the world. He added that Empower is working hard to reach the goal of Dubai pertaining to the smart city. These steps demonstrate the long-term vision of Dubai government, which is aligned to UAE Vision 2021. According to Bin Shafar, the move will help stimulate streamlined logistics in Empower projects. “This will allow us to better control violations, and boost coordination between various parties involved in projects,” he added. Empower currently operates more than 1 million RT, providing environmentally responsible district cooling services to large-scale real estate developments, such as Jumeirah Group, Business Bay and Jumeirah Beach Residence. — SG
