I can recount walking through a part of Riyadh where children were chasing a puppy and trying to hit it with a stick and throwing rocks at it. The adults, their family members, were walking behind them laughing. I know this because I yelled at the children to stop and had a rock thrown at my head. The kids got high fives for abuse.
