GACA announces executive rules for Riyadh airport's logistics zone

RIYADH — The General Authority of Civil Aviation (GACA) has unveiled executive rules for the Regulations of Special Integrated Logistics Zone at King Khalid International Airport, Riyadh.
The Board of Directors of GACA approved the rules on the basis of the Regulations of the Special Integrated Logistic Zone issued by a royal order on Oct. 21, 2018.
These regulations are designed to set out general rules relating to the licensing procedures and requirements in a manner that ensures transparency and clarity for all persons, in an effort to attract qualitative investments to the zone.
The executive regulations included provisions for recruitment and work at the zone through the submission of an application to GACA as well as provisions of supervision and inspection of firms where the authority oversees and inspects the facilities of customers, service providers and contractors in the zone.
These rules shall apply to clients, service providers, contractors and any other persons referred to in these regulations. According to the rules, a client is a person, who is licensed and registered to conduct one or more of the activities in the zone.
GACA shall manage and supervise the zone and execute all its responsibilities and coordinate with all its stakeholders. The authority will grant usufruct (right to enjoy the use) rights for land and facilities in the zone. All investors' requests will be responded to within one business day in the normal circumstances.
The Authority shall issue licenses to limited liability companies or branch of foreign companies that wish to conduct the activities in the zone in accordance with the applicable rules and regulations.
The annual fee for issuing or renewing a license shall be SR12,000 for maintenance and assembly activities; light industrial activities; import, export and re-export activities; and logistics services activities while the annual fee for recycling of waste and electronic waste has been set at SR33,000.
A client shall be permitted to conduct the activities set out in their licenses and shall not engage in any other activities in the zone.
