TRIPOLI — Abdulasalm Bashir Duabi, Prime Minister Ali Zidan's proposed minister of higher education, has lost his case against the Integrity Commission on appeal. Integrity Commission spokesman Nasser Balnour said that the court of appeal in Tripoli had endorsed its initial ruling on Sept. 13 that Duabi did not meet its extensive criteria and was therefore unfit to hold public office. As a rule, the Integrity Commission does not make public its specific reasons for disbarring public officials, although it has been known to explain why it cleared certain individuals in the past. Of the four ministers initially disbarred by the Commission on Sept. 13, two have subsequently gone on to have the rulings overturned on appeal: Interior Minister Ashour Shuwail and Electricity Minister Ali Mohammed Muhairiq.
