Muhammad Al-Ghamdi Okaz/Saudi Gazette RIYADH – The Control and Investigations Board (CIB) has identified eight shortcomings in government departments. The anomalies uncovered during auditing included continued delay in executing construction projects in most government departments and using official vehicles for personal needs despite receiving a transportation allowance. Another problem was the delay in implementing drainage projects by many municipalities, which resulted in untold sufferings to citizens and damage to infrastructure in cities. A number of insurance companies continue to operate without official approval from the Saudi Arabian Monetary Agency (SAMA), the CIB said. There is also continued delay in completing the electronic transactions program in a number of government agencies. It also pointed out shortcomings in preserving important documents. Some departments were accused of negligence in enforcing Article 21 of the Civil Service law that states that a government employee is not entitled to salary for days he abstains from work. Furthermore, many government departments do not implement the regulations and circulars organizing work and the services they provide due to a lack of follow-up and supervision by superiors.
