Rains and strong winds powered by a typhoon killed at least four people and left five missing in the Philippines, including a 3-year-old and her mother, officials said Tuesday. Typhoon Fung Wong skirted past the northern Philippines and lashed Taiwan on Monday, but its outer band and winds of 105 miles (167 kilometers) per hour still caused damage and inundated several provinces. The government disaster agency said the fatalities included a 3-year-old and her mother who were swept away while crossing a river in Illocos Norte. Other deaths included a man who was buried in a landslide, a 12-year-old struck by lightning and another person who drowned.
