UN Security Council has unanimously adopted a resolution on Syria at a meeting held at the level of foreign ministers attended by UN Secretary-General Ban Ki-moon and his special envoy to Syria Staffan de Mistura. The decision, drafted by the US, and released under the number 2254, stressed the need for all parties in Syria to take confidence-building measures to contribute to the success of the political process and a lasting ceasefire. It also calls upon all countries to use their good offices with the Syrian government and the Syrian opposition as well to proceed with the peace process and confidence-building measures and the steps leading to a ceasefire. The resolution supports a political process facilitated by the UN and could set up within six months a credible governance that accommodates all parties, denies bases of sectarianism, with a determined timetable and a process for drafting a new constitution. It supports free and fair elections in accordance with the new constitution within 18 months under the supervision of the UN that responds to the requirements of governance and the highest international standards in terms of transparency and accountability. The new resolution calls on all parties to allow humanitarian agencies immediate, quick, safe and unhindered access to all parts of Syria through the shortest route and allow immediate humanitarian assistance to reach all those in need. It also calls on the International Team for the Support of Syria to use its influence to reach those goals and demands full implementation of the resolutions: 2139 in 2014, 2165 in 2014, and 2191 in 2014 and other relevant decisions. The Security Council demands that all parties immediately stop any attack against civilians or civilian targets, including medical facilities or personnel working in the medical fields. Any arbitral use of weapons, including air shelling, must also be stopped.
