Crown Prince Chairs Cabinet's Session

Crown Prince Salman bin Abdulaziz Al Saud, Deputy Premier and Minister of Defense, chaired the Cabinet session at Al-Salam Palace in Jeddah on Monday evening.
At the outset of the session, the Cabinet was briefed on the outcome of the talks between the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud and Yemeni President Abdu Rabu Mansour Hadi, lauding the relations between the two countries and their keenness on supporting and enhancing them in all fields. The Cabinet was also briefed on the telephone call between the Custodian of the Two Holy Mosques and the United Nations Secretary General Ban Ki-moon on the latest developments at regional and international arenas.
In a statement to the Saudi Press Agency (SPA) following the session, Dr. Abdulaziz bin Mohieddin Khoja, Minister of Culture and Information, said that the Cabinet was briefed on a number of reports regarding the latest developments at Arab, regional and international arenas, especially the aggression against the Palestinian people in light of Israeli military escalation on the Palestinian territories. The Cabinet lauded the Custodian of the Two Holy Mosques' directives in support of the Palestinian Red Crescent in Gaza with SR200 million for securing immediate needs of medicines and medical equipment and supplies necessary to treat the victims of the Israeli attacks against Gaza Strip.
In this regard, the Cabinet expressed the Kingdom of Saudi Arabia's condemnation of the Israeli military escalation and a series of brutal raids on Gaza Strip which martyred hundreds and injured many Palestinians, renewing the Kingdom of Saudi Arabia's call to the Security Council of the United Nations and Human Rights Council in Geneva to shoulder their duties and apply the Fourth Geneva Convention against Israel and take a quick movement to stop the Israeli aggression on Gaza Strip in addition to all crimes and violations against the Palestinian people.
The Cabinet reviewed the final communique of the expanded extraordinary meeting of the Executive Committee of the Islamic Cooperation Organization's foreign ministers and lauded its contents, citing its condemnation of the brutal crimes committed by the Israeli troops against the unarmed Palestinian people whereas the statement called on the world community to shoulder its responsibility in preserving the international peace and security and to take the necessary prompt measures to put an end to the Israeli aggression against the Palestinian people.
The Cabinet expressed appreciation of the Saudi National Campaign in support of Syrian brethren which exerted continuous efforts to secure safe havens and provide food and drug as well as Ramadan meals to the Syrian displaced and refugees in neighboring countries, a measure that helps alleviating the impacts of this tragic situation from which the Syrian people are suffering.
The minister said the Cabinet then reviewed a number of issues in the domestic affairs and forwarded thanks to and appreciation of the Custodian of the Two Holy Mosques for the interest he is offering in the service of blessed Quran, confirming that the International Prize for the Service of the Holy Quran, organized by the International Commission for the Memorization of the Holy Quran, embodies his keenness to do whatever services Islam and Muslims and cares for the God's holy book.
The Cabinet lauded the results scored by the Saudi mathematics team, which is composed of nominees by the Ministry of Education and King Abdulaziz Foundation and his Men for the Talented and Innovated 'Mauhibah', for winning a number of credit medals and certificates at the 55th International Olympics for Mathematics which was held in South Africa, noting that this achievement reflects the vision of the Custodian of the Two Holy Mosques, who is also the Chairman of King Abdulaziz Foundation and his Men for the Talented and Innovated and the importance of investing in Saudi brains and qualifying Saudi cadres to participate in the renaissance of the nation and transfer it to a knowledge community.
Prince Mohammed bin Naif bin Abdulaziz, Minister of Interior, briefed the Cabinet on the outcomes of the 21st Meeting of the Governors of Regions regarding the improvement and development of the ministries' performance, the regions' principalities and proper means to facilitate providing services to citizens. Prince Mohammed bin Naif extended thanks to the Custodian of the Two holy Mosques, the Crown Prince and the Deputy Crown Prince for their directives aiming to facilitate the services to the citizens in all the Kingdom's regions.
Dr. Khoja said that the Cabinet then reviewed a number of issues forwarded to it by the Shura Council and recommendations submitted by the Experts Commission, an affiliate of the Council of Ministers, the General Committee of the Cabinet and its subcommittee and issued the following decisions:
The Cabinet approved a memorandum of understanding for cooperation in the field of infrastructure of public keys between the Ministry of Communications and Information Technology (the National Center for Digital Certification) in the Kingdom of Saudi Arabia and Information Technology Industry Development Agency in the Arab Republic of Egypt.
The Cabinet approved a system of municipal licensing procedures. This system assigned the Ministry of Municipal and Rural Affairs to issue municipal licensing for all its various activities. The system establishes in each principality and municipality an 'A category ' a coordination office for facilitation of municipal licensing procedures.
The Cabinet approved fodder system. This system aims to achieve and ensure the safety of the fodder safety and protection of animal health.
The Cabinet approved the following appointments:
1- Naif bin Omar bin Rubayaan is appointed to the post of guide of 10th regiment (rank 15) at the Ministry of National Guard.
2- Mohammed bin Khalid bin Busais is appointed to the post of guide of 23th regiment (rank 15) at the Ministry of National Guard.
3- Falah bin Mishaal bin Hethlin is appointed to the post of guide of 37th regiment (rank 15) at the Ministry of National Guard.
4- Othman bin Nassir Al-Muhaimeed is appointed to the post of Deputy Assistant Chairman for Performance Control (rank 15) at the General Auditing Bureau.
5- Othman bin Abdurrahman Al-Yahya is appointed to the post of Deputy Assistant Chairman for Branches' Affairs (rank 15) at the General Auditing Bureau.
6- Abdullatif bin Abdurrahman Busbait is appointed to the post of administrative expert (rank 15) at the Board of Grievances.
7- Eng. Abdulmonem bin Mahmoud Al-Rashid is appointed Mayor of Northern Borders Region (rank 14) at the Ministry of Municipal and Rural Affairs.
8- Abdullah bin Ali Al-Mekhlif is appointed to the post of head of notary (rank 14) at the Ministry of Justice.
The Cabinet was briefed on the annual reports of Ministry of Health and Real Estate Development Fund for two previous fiscal years, and issued relevant directives.
The Cabinet's General Secretariat will submit the results of today's session to the Custodian of the Two Holy Mosques for his directives in this regard.
