King issues royal decrees regarding religious litigation procedures and criminal procedures
Published in Alriyadh on 23 - 11 - 2013

In implementation of the instructions of the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud, the Cabinet has studied the systems of religious litigation procedures, criminal procedures and pleading procedures before the court of grievances and following thorough discussions at a session on 8/1/1435 H., it issued the relevant decisions regarding them.
Following the Custodian of the Two Holy Mosquesâ€TM review of the Cabinet's outcome, the monarch issued the royal decrees approving those systems, culminating the judicial system and the court of grievances system as well as their mechanisms and completing an important phase of King Abdullah bin Abdulaziz Project for developing the judiciary.
On this occasion, SPA would like to point that the issuance of the three systems comes in continuation of the method of this country, since its establishment, to consolidate the pillars of right and justice to enable whoever has a claim to have the right of litigation before justice in completely independent and guaranteed way that leads to giving the right to whoever deserves it.
The current facilitation of procedures of litigation and proceeding before justice is yet another step towards developing the judiciary as per the care and interest of the Custodian of the Two Holy Mosques in this regard, SPA said.
The three systems have focused on the objective aspect rather than the personal according to the principles of the preliminary litigation until appealing, drawn the road for appealing the rules of courts, shown the procedures of plea before higher courts and higher administrative courts, guaranteed the right of defense for the accused, including the right of having a lawyer even if one is money-wise unable to, secured the right of women at courts and litigation with quick procedures to have the court held and appealed, cut short the way against procrastination as far as litigation procedures before religious courts is concerned, secured free-of-charge flexible procedures and shortened the period of litigation, SPA said.
By the issuance of the pleading system before the court of grievances, the administrative judiciary in the Kingdom has established an independent system for litigation procedures before it, an unprecedented move at the international level, as the deep-rooted countries in terms of administrative judiciary have not yet issued such special laws for litigation procedures before administrative judiciary, it added.
SPA appealed to Allah Almighty to preserve the Custodian of the Two Holy Mosques who managed to put justice as goal of every of his affairs, justice as a slogan, fairness as cover and Quran and Sunnah (Prophet Mohammed's deeds and sayings) as law and approach.
