A cold war between new powers!!

Against whom the American arms race is going to begin if we consider what Washington Post newspaper has just revealed that its updating cost is around UDS 350 billion dedicated for updating the U. S. nuclear arsenal, fleets & missiles. The cost may even exceed this number and such action eliminates the credibility of its project with Russia dedicated for disarming these weapons. This development means that the United States wants to stay on the peak in regard to armament. However, the question which imposes itself here is: against whom such arms updating is planned for? Especially if we consider that the downfall reasons of the Soviet Union started with Star Wars race that the previous leftist superpower failed to match.
It's true that coming powers have started to form themselves and raise the military budgets for developing their various weapons as china is taking the role of a superpower now in regard to economy, policy and military power due to that the well known rule for acquiring power is not through economy only. Germany, Japan & South Korea are major economic powers which are competing Europe & the United States but do not have nuclear teeth or military bases spread around the world as they are even living under the American protection. China & India are launching their policies from such inevitability which imposes that the economic achievement should be protected by advanced military shields.
Europe is not going to enter into such competition or race for many reasons. Europe is passing through critical financial conditions now which impose its concentration on the civil products rather than the military technology ones which costs are massive; in addition to that it is a part from the NATO lead by the United States. The question that imposes itself here is that did the American decision of updating its arsenal through such massive sums, in spite of the financial crisis it is suffering from, put into consideration the rise of the new powers in Asia and that the image shall not be bright after a decade or two, in addition to that a cold war is going to revive with new powers rather than an eastern ally. The planned strategic ambitions of China are not hiding its look at its circumference or surroundings while India is not going to be out of such image as it fears China and have similar estimations for its power volume in the future. This vision puts India on a hotline against a big neighbor which material and human capabilities are massive.
Russians may not look at the issue as a psychological war and pressures through which the United States wants to confront its old rival which occupies the second grade in regard to the traditional and nuclear armament but may find itself obliged to enter into the race. Allies may be established between powers that used to have permanent hostility with each other as China may merge with Russia to join the Russian experience and the Chinese capabilities together for establishing a new power equal to the NATO. Many doors may be open for a new arming race which members may be powers that have not been in the front before.
What is it that the United States is planning for through dragging the world towards returning to a new cold war? Is it for confirming to itself that it is the absolute power at all times? Or is it aiming at dragging China, Russia & India to such race for exhausting their budgets and forcing them to be dedicated for armament rather than comprehensive development, especially if we consider that they are suffering a crisis in their infrastructures?
All possibilities are open as the world is going to witness a new case of horror balance due to that the scientific advancement, the massive jumps in computers technology & the open competition are going to make humanity subject to a turn in power that shall not leave the world in a case of permanent peace.
