Citizenship of money & the reality of evasion

No country in the world can, solely, claim that it managed to provide jobs for all of its citizens who are suffering unemployment.
In our country, we have a government which is the best in the world in regard to making the efforts for limiting the spread of unemployment as it is performing two roles at one time: widening the kinds of education & the number of graduates annually & providing jobs for two categories at the same time, the college graduates category and the less than college education one.
The state cannot, for sure, provide vacancies for every citizen in the state. This is not due to slow performance routine in most of the ministries but due to, which is a great positive advantage, that the state is adopting the increasing of education percentages efficiently. This new concept is contrary to the old simple one when most of college graduates used to be graduates of either religious studies or linguistic ones. For the time being, the diversity of specializations has become an important social and scientific gain. However, there must be an intervention for correcting the negative aspects of work routine. Meanwhile, it should be confirmed that the state is not the only authority from which employment should be sought.
Let's discuss the case of businessmen now. What did they provide the male and female graduates with after their graduation? What did they provide the jobless citizen with?
If we consider their annual profits; we can say that most of them did not provide everything required from them. Confirming that in the company of Mr. so there are five r ten thousand male and female local employees is not everything required. It should be known, in this regard, that there are many companies which import employees from abroad for paying a lower salary only. I do not mean every job here as there are simple services jobs which salary average is one thousand Saudi Riyals or less. There is no problem if some expatriates are brought for occupying such jobs but what about the general condition? Isn't it clear that most of the jobs in the private sector are occupied by non-Saudi citizens? If we consider that some citizens are incompetent and not committed with regular attendance; it can be said that members of this category deserve the punishment or even termination of employment as this is a necessity in such situations. However, this category does not represent even 10% of hundreds of thousands of jobless citizens.
Economic business administration famous businessmen presence through the projects of billions or even millions cannot be considered as a certificate of social presence as what we care for is to know the percentage of their presence in regard to supporting the social development and the various professional fields through supporting the citizens-owned projects without forgetting the employment necessities. In this regard; why don't we consider the news of the American business men who have got an objective thought and real citizenship, especially when we know that one of them has donated USD 37.d billion, which is more than SR 100 billion this man is Warren Buffett, the billionaire who kept just USD 6.6 billion for himself. Other examples are John Marks Templeton, Eli Rowad and many others.
I hope the reader not to consider that I am underestimating all the supports of our local businessmen as there are, among them, some who provided recurrent generous support. What I am seeking from the distinguished local capital, in regard to its assets, to have another distinction represented by its kind support for the citizen, from one side, and inventing projects which make such support various. I do not believe that such liberality is impossible.
