No. Air & public transport shouldn't be monopolized!!
Al-Riyadh's Editorial
Published in Alriyadh on 03 - 08 - 2012

Competition market between the companies is present & applied in many countries due to that one company's monopoly of operating a big sector like roads, harbors, electricity or otherwise makes the work defective, regardless of the achievement. We have witnessed earlier how did the competition between the mobile & the land line phone occur and how other technologies such as the "Internet" & Social interaction networks joined later in a way that benefited each of the citizen and the companies at the same time.
Foe the time being, we have massive projects of big cost in air & public transport such as the railways, buses & domestic aviation about which we had been late for long time in spite of that some countries which capabilities are less than ours preceded us in this regard.
As the two projects have been recently presented to many companies through subcontracting partners; the experiment of Al DammamRiyadh train which is made in Spain revealed massive & fearful defects. The reason behind the said defects may not be related to the manufacturing company but for the "search for the cheap" which is a defect that we have been facing in our various projects but our contractors have not been able to overcome. Air & land transport in and out of the cities shouldn't be restricted to one or two companies, in a similar way to the case of electricity, or even to the monopoly of three companies which have no role at all in the domestic development where they deliver projects of slow implementation and bad specifications or standards.
As long as the opportunity is available for the participation of major international companies, especially in the Public Transport Sector, the required objective should be seeking the best, rather than the cheapest. Let's consider the experience of other countries, in addition to our experience with the Asian companies, which achievements have been defects – free. As long as most of the manufacturing companies are passing through a big financial distress; the choice available for us in this condition in particular may not happen again. Thus; we should utilize it, especially with the countries of high technologies & excellent quality.
According to what has been published, the parties that entered into the competition for providing the domestic air transport services are Gulf, Arab & Chinese parties. This does not deny that aviation in the United Arab Emirates & Qatar is much more advanced than the Saudi aviation, in spite of that the latest used to be the best in past stages. Accordingly, whether domestic aviation services tender has been awarded to one or even both of them, the comparison should choose the most qualified. If we assume that the Chinese companies have been good competitors that provided a quality which is not similar to the quality of Chinese goods in our market, we need to confess that they may be distinctive. However, the biggest problem lies in the authority that checks the tenders and awards them, due to its weak knowledge and experience in this regard or to adopting the complicated bureaucratic method which are common in our major or smaller projects management styles.
Back to Public transport operation; we have no human resources that worked in this new industry before, in addition to that training and education have not entered into the minds of the supervisors who are in charge of the technical education yet. Some parties have discussed constructing colleges & institutes, in a similar way to the Aviation Sector which has a plenty of the pilots and technicians but we do not have the few personnel who are well trained for driving trains. Furthermore, even drivers are not available for Buses System in the cities such as the assembly points, stoppage points and duties management which constitutes an issue unless we work hard for providing the national technical and administrative human resources. Otherwise, we shale face this problem with no available solutions in our minds.
