The Arab Sunni sect governed Iraq since its independence until its occupation by the United States. The Kurd Sunnis have not been in harmony with the Arabs, which led to wars between the two races due to wasting of the rights of Kurds who have been chased by each of Turkey, Iran & Syria because of these countries fear of Kurds ambition for building one national homeland that combines them all in one state. However; in spite of that the Shiites constituted the majority in this country; they kept being not interested in ruling it due to their traditional sectarian thinking structure which refuses to handle the authority as long as the absent "Imam" has not returned yet. Yet; Al-Khmoeini resolved this knot through legislating the "religious scholar's assumption of power" which led him to governing Iraq, the way he governed Iran, through this sect.
In Syria; the Sunni aristocracy kept governing the country due to the majority they belong to and the material aspect that led it to be the higher class in the societies of Damascus & Aleppo. Leaderships of the army constituted a part of the authority arms which led to the stability of the authority in spite of the successive coops. However, a small window was opened for the "Alawites" sect when the Sunnis abandoned recruiting their children in the army or joining its higher military colleges to the extent that they used to pay bribes for avoiding such service. This behavior led the "Alawites" who were representing a marginalized and poor category towards filling such big gap in a way that led them to be the majority in most of armed forces land, air & marine formations.
When Hafez Al-Assad performed his coop, some people feared the occurrence of revenge from the Alawite sect through a counter coop that evacuates the army from their soldiers and officers. However, Al-Assad the father was smart enough when he involved some of the Sunni officers in the issue and abandoned, accordingly, the possibility of any counter work. At this point, the plan of owning Syria militarily, economically and security has become a part of a big scheme which bases were set according to a systematic work. By the rise of the new revolution, the authority's ferocity through using the power was a part of potential plans where "Hama" experience was a basic motive for launching a war by all kinds of weapons. Yet, the new situation created a case that made it impossible for this minority to keep governing Syria or to recover its influence, regardless of the power difference between the regime and the free army supported by the popular opposition which is growing bigger every day.
There are minorities that dominate but do not govern, in spite of their impact on decision making. In Africa, there is a Lebanese minority which is controlling the financial centers and their administration. The Jews in the United States could acquire influence in the media and congress through the power of their money, which led the successive U. S. governments to keep considering Israel an American state which protection responsibility should be carried by them. In some Asian countries such as Indonesia, Malaysia and Thailand; there is an extraordinary Chinese presence which controls their national economies due to their being serious, practical & joint with each other in front of the majority. However, such differences were treated by that these countries set plans for raising the citizen's level to be equal to the seriousness of the Chinese and such plans succeeded without setting any legislations that restrict the work of that minority.
The strange thing is that the capabilities of Arab immigrants in Europe were not as much as the capabilities of other immigrants such as the Indians and the Chinese. It may be because that their origin countries have been witnessing crises that have been reflected on them and led them to be just marginal people who are living in slums by the outskirts of cities.
