Shura Council is considered the powerful arm of governance from the day it was established. As the government and the people hope, Shura Council is drawing the face of country development and handling the weak points noticed by its insight and awareness. This council was present when many decisions regarding projects, studies and recommendations that cope with the hopes and expectations of people are to be made.
Shura Council (by his elegant attendants was trusted by the leaders to undertake creative views and ideas for this country in order to reach a rank that respect its history.
In all the speeches of King Abdullah which said under its dome, it is clear that the council is a partner in building the country and decision making in order to figure out successful methods to face the present and future challenges. It focuses upon the main issues of the country and the people. As the Custodian said "...the council is a powerful support and a ring of the regulatory authority chain.
As a confirmation of the cooperation between Shura Council and Council of Ministers, in the last few years more than 760 decrees were issued by Council of Minister based on Shura Council resolutions. Many of these decrees are vital to develop the work in the government departments and to enhance the quality of living for citizens and residents.
700 ministerial decrees are the output of Shura Council recommendations to handle the problems of "housing, living quality and unemployment"
In this report, Al Riyadh reviews the most important decisions and accomplishments of Shura Council which embraced many initiatives aiming to enhance the quality of living for people as unemployment and citizenship in jobs.
One of the most dominant decisions is separating the labor section in an independent ministry in order to apply an ambitious plan to train and employ the output of education, providing jobs for natives, establishing a department to facilitate the employment of natives in private sector and establishing a national institution for jobs information.
There are many problems which were discussed in the council which suggested steps to solve it as price rising, social security beneficiaries and raising the maximum level for social compensations for each family.
A minimum wage for retirees, marriage high costs and shares deterioration are some of the studied issues in Shura Council. Also, determining some systems to organize health sector and presenting a good health service.
The council played a dominant role in separating Social Affairs as a new ministry; establishing human resources department; export development; establishing an independent department for food and medicine; and establishing a supreme housing authority to provide houses for citizens and end their suffering.
The council admits the establishing of Atomic Energy Authority. It contributes to the judgment system development by affirming judicial systems, Procedures Law, penal laws and pleadings in Ombudsman Divan.
Shura Council felt the serious problem of water shortage as a challenge of the development in KSA; so, it paid attention to this issue and admitted an inclusive strategy to solve this problem by establishing a new ministry for water affairs, preventing fodder export, stopping the distribution of wastelands and training the cadres in developing water resources.
As for the terrorism which disturbed the rulers and people as well, the council studied this problem through intellectual, criminal, social and economical aspects; then, it formed a committee to make an integrated study about this phenomenon and how to face it via a national plan to avoid the problem reasons by advice and conversation.
Not far from that, because the council knows that the terrorism is universal phenomenon with many parties, it held some international agreements to fight terrorism as Arabs agreement and the security strategy to fight the extremism regarding the terrorism.
