Custodian of the Two Holy Mosques Chairs Cabinet's Session

The Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud chaired the Cabinet's session held on Tuesday afternoon at Al-Salam Palace in Jeddah.
At the outset of the session, the Cabinet was briefed on the content of the recent talks that took place between the Kingdom of Saudi Arabia and a number of countries, including letters received by the Custodian of the Two Holy Mosques from the leaders of the Sultanate of Oman, the Kingdom of Bahrain, the State of Qatar and the Republic of Tajikistan, as well as the phone call received by His Royal Highness the Crown Prince and Deputy Prime Minister from the President of the Russian Federation.
The Cabinet touched upon the content of the meeting between the Custodian of the Two Holy Mosques and the US President, who paid an official visit to Saudi Arabia, in addition to the discussions that took place between HRH the Crown Prince and the President, during which they reviewed aspects of the strategic partnership between the two countries for the coming decades, with the aim of enhancing their common vision towards a more peaceful, secure, prosperous, and stable Middle East.
The Cabinet within the same context addressed the 18 agreements and memoranda of cooperation concluded during the visit of the US President to Saudi Arabia, covering the fields of energy, investment, communications, space and health. The Cabinet also dealt with the meeting of the leaders of the Gulf Cooperation Council for the Arab States and the United States of America, which included an affirmation of the common determination to enhance cooperation, coordination and consultation among their countries in all fields. This is in addition to what the Jeddah Security and Development Summit, which was held with the participation of the leaders of the Gulf Cooperation Council for Arab States, Jordan, Egypt, Iraq and the United States, focused on aspects of regional security, food security, environmental challenges, and joint projects among the countries of the region.
In a statement to the Saudi Press Agency (SPA), Minister of State, Cabinet's Member for Shura Council Affairs and Acting Minister of Media Dr. Essam bin Saad bin Saeed said that the Cabinet praised the results achieved during the visit of the President of the Republic of Kazakhstan to Saudi Arabia and his talks with HRH the Crown Prince, including their affirmation to expand the scope of bilateral relations, signing a number of agreements and memoranda of cooperation in various fields, and emphasizing joint coordination towards regional and international issues.
The Cabinet then reviewed the outcomes of the meetings of the foreign and finance ministers and central bank governors of the G20, held in Bali, Indonesia, reiterating Saudi Arabia's keenness to enhance collective efforts aimed at building bridges with regional and international organizations, in order to increase the effectiveness of joint work towards inclusive and sustainable growth and recovery.
The Cabinet stated that Saudi Arabia's presidency of the UN Office for the Coordination of Humanitarian Affairs (OCHA) Donor Support Group between July 2022 and June 2023 comes as a consolidation of its position among the world's leading countries in providing development and humanitarian aid, expressing the hope that the strategic plan that will be implemented during the Saudi presidency will contribute to expanding the donor base, accession of new members and strengthening the coordination of the humanitarian response and the delivery of aid.
The Cabinet commended the outcomes of the Five-Year Committee's meeting on Yemen, which includes the Kingdom of Saudi Arabia, the Sultanate of Oman, the United Arab Emirates, the United Kingdom and the United States of America, as the Committee stressed the importance of the continuation of the truce between the Yemeni parties, full support for the efforts of the United Nations Special Envoy and continued support for the UN humanitarian response plan.
At local level, the Cabinet affirmed the state's keenness to take into account the neediest citizens in the face of the effects of global prices rise, where the state allocated SR20 billion as a financial support and took measures to control the availability of products and price levels, protect and encourage fair competition, and combat and prevent monopolistic practices.
The Cabinet applauded HRH the Crown's announcement regarding the National Aspirations and Priorities for Research, Development, and Innovation (RDI) for the next two decades, as these aspirations and priorities are: Health and Wellness; Sustainable Environment and Supply of Essential Needs; Energy and Industrial Leadership; and Economies of the Future, and will enhance the Kingdom's global competitiveness and leadership, in line with the directions of Saudi Vision 2030, and strengthen the Kingdom's position as the largest economy in the region.
The Cabinet appreciated the efforts of workers and volunteers in all governmental and private sectors, who contributed to the success of this year's Hajj season, as this is an extension of Allah's blessings on this holy country for serving the Grand Holy Mosque and the Prophet's Holy Mosque and providing comfort and safety for their visitors through a system of advanced services with the latest technologies and the highest quality standards.
The Cabinet was briefed on a number of issues on its agenda and issued the following decisions:

First:
Authorizing the Minister of Foreign Affairs – or a deputy – to hold talks with the Rwandan side regarding a draft memorandum of understanding on political consultations between the Foreign Ministries of the Kingdom of Saudi Arabia and the Republic of Rwanda, sign it and refer the final copy to proceed with formal procedures.
Second:
Approving an agreement regarding cooperation between the government of the Kingdom of Saudi Arabia and the government of the Republic of Uganda, and a draft memorandum of understanding on political consultations between the Foreign Ministries of the Kingdom of Saudi Arabia and the Republic of Uganda.
Third:
Authorizing the Minister of Communications and Information Technology – or a deputy – to hold talks with the Brazil side regarding a draft memorandum of understanding between the Ministry of Communications and Information Technology in the Kingdom of Saudi Arabia and the Ministry of Science, Technology and Innovation in the Federal Republic of Brazil for cooperation in the field of innovation, digital economy and emerging technologies, sign it and refer the final signed copy to proceed with formal procedures.
Fourth:
Authorizing the Minister of Foreign Affairs – or a deputy – to hold talks with the Digital Cooperation Organization regarding a draft headquarters agreement between the government of the Kingdom of Saudi Arabia and the Digital Cooperation Organization, sign it and refer the final copy to proceed with formal procedures.
Fifth:
Authorizing the Minister of Transport and Logistics – or a deputy – to hold talks with the United Arab Emirates side regarding two draft memorandums of understanding in the fields of the future of transport, road safety and maintenance between the Ministry of Transport and Logistics in the Kingdom of Saudi Arabia and the Ministry of Energy and Infrastructure in the United Arab Emirates, sign them and refer the final copies to proceed with formal procedures.
Sixth:
Authorizing the Minister of Culture, Chairman the Board of Trustees of the Royal Institute of Traditional Arts, – or a deputy – to hold talks with the Moroccan side regarding a draft memorandum of understanding for cooperation in field of culture between the Royal Institute of Traditional Arts in the Kingdom of Saudi Arabia and the Academy of Traditional Arts affiliated with Hassan II Mosque Foundation in the Kingdom of Morocco, sign it and refer the final signed copy to proceed with formal procedures.
Seventh:
Approving a protocol to amend and extend the agreement concluded between the government of the Kingdom of Saudi Arabia and the government of United State regarding cooperation in the field of science and technology.
Eighth:
Approving a cooperation agreement between the government of the Kingdom of Saudi Arabia and the government of the Republic of Iraq in the field of maritime transport.
Ninth:
Approving the organizational arrangements of strategic office for development of Al-Baha region.
Tenth:
Assigning the supervision and operation task of Quba Mosque to Almadinah Almunawarah Development Authority instead of the Ministry of Islamic Affairs, Dawah and Guidance.
Eleventh:
Assigning the supervision task of the postal sector to the Ministry of Transport and Logistics instead of the Ministry of Communications and Information Technology.
Twelfth:
Approving the High Commission for Industrial Security bylaw.
Thirteenth:
Appointing Eng. Khalid bin Abdullah Al-Hogail, Eng. Abdullah bin Abdulrahman Al-Obaikan, Muhammad bin Ali Al-Majdouie as members of the board of directors of the Saudi Arabia Business Center from the private sector.
Fourteenth:
Approving State Leasing of Property Law.
Fifteenth:
The Cabinet approved promotions to 15th and 14th ranks and the post of ambassador, as follows:
- Dr. Faisal bin Saud bin Faisal Al-Majfal is appointed to the position of Ambassador.
- Eng. Osama bin Hamad bin Saad bin Jafal is promoted to the position of Senior Business Adviser, at the Ministry of Islamic Affairs, Dawah and Guidance (rank 15).
- Abdulaziz bin Abdullah bin Saud Al-Hamad is promoted to the position of Senior Business Adviser, at Imam Muhammad bin Saud Islamic University (rank 15).
- Khalid bin Ibrahim bin Muhammad Al-Suwaih is promoted to the position of office manager, at the Public Accounting Bureau (rank 14).
The Cabinet was briefed on a number of general issues on its agenda, including annual reports of the National Debt Management Center, the Saudi Arabian Airlines General Corporation, the Saudi Fund for Development, the Education and Training Evaluation Commission, and the Oversight and Anti-Corruption Authority, and made relevant recommendations, in their regard.
