The declaration a welcomed the efforts made by the State of Qatar and the Republic of Sudan to hold the international donor conference for the reconstruction of Darfur in Doha on 7 and April 8, 2013, and called on member states and Arab funds to actively participate in the work of the conference and making commitments' ability to support the efforts of the Sudanese government in the reconstruction of Darfur. The declaration also welcomed the success of the Republic of Somalia, and the progress that has been made in the political process and the election of the President of state and Speaker of parliament. It also called on the member states and the countries of the world to provide all forms of political and material support and financial and technical assistance to Somalia to enable it to continue to achieve political progress and strengthen security and help them build state institutions and reconstruction.
