With great respect to the author of "Expatriates: Convenient scapegoats for Saudi social problems" (May 21), I would like to highlight some other points. The rapid expansion of cities and the requirement for high quality urban services are combined with the low or lack of expertise of authorities and executing companies in this field. This causes the horrible state of public maintenance, waste management, water supply, road maintenance and traffic management in cities like Jeddah.
