With regard to the article "Frustration, resignations amid delays in promotions" (Sep. 13), I think the author and many employees confuse promotion with reward and recognition. If an organization is correctly structured and correctly staffed, then promotion should only occur when somebody leaves and another individual in a lower grade role is promoted to fill the vacancy. To take any other approach results in an organization becoming top heavy and you end up will too many bosses and not enough workers. Simon, Online response
