Makkah Governor Prince Khalid Al-Faisal has ordered the arrest of a man who appeared in a video killing cat in the streets of Jeddah. Security authorities are looking for the man who has been filmed swearing and using foul language while killing several cats with a hunting rifle. The man says in the video that he kills cats because they soil his vehicle, costing him loads of money to wash it frequently. Meanwhile, the Ministry of Environment, Water and Agriculture, has reminded the public of their responsibility in protecting animal rights. It said that ensuring their safety and welfare was within the teachings of Islam, which call for kindness to all animals and consider their mistreatment a sin. The ministry noted that the man's disgraceful act not only contradicts the teachings of Islam, but was also against Saudi Arabia Animal Welfare Act. The ministry's Animal Welfare Department has launched a campaign calling on people to report animal cruelty cases. For this purpose, it has allocated a toll free number and has set up accounts on the social media. The Animal Welfare Act, approved by the Saudi Council of Ministers, stipulates a fine of SR 50,000 for violation of animal rights for the first offense, rising up to SR 400,000 when the offense is repeated multiple times. The Act covers all types of animals, birds, fish, reptiles, and amphibians. Animal owners and handlers are required to take all precautions to ensure that they do not cause harm to their pets.
